When it is undiluted, it can cause skin irritation. (It is always diluted in skincare and makeup). This ingredient is water-soluble. Propylene Carbonate is created from propylene glycol and carbonic acid. Silica, also known as silicon dioxide, is a naturally occurring mineral.
